Livestock Theft – The picture in December 2020

During the presentation of crime statistics on 13 November 2020 for the first time the Minister of Police, Mr Bheki Cele acknowledged that livestock theft is a serious crime.
This is applauded by the National Stock Theft Prevention Forum. The crime does have a R1.4 billion economic impact on agriculture and every case reported is one too
many. The National Stock Theft Prevention Forum (NSTPF) will always consider livestock theft as serious – irrespective of increases or decreases in the number of
cases reported. It does have a serious impact emotionally and economically on livestock owners – therefore the current picture is shared.

Veediefstal – Die prentjie in Desember 2020

Tydens die voorlegging van misdaadstatistieke op 13 November 2020 het die Minister van Polisie, mnr Bheki Cele vir die eerste keer erken dat veediefstal ‘n ernstige
misdaad is. Die Nasionale Veediefstal Voorkomingsforum verwelkom dié erkenning.
Veediefstal het ‘n ekonomiese impak van R1,4 biljoen op die landbousektor en elke geval wat aangemeld word, is een te veel. Die Nasionale Veediefstal
Voorkomingsforum (NVVF) sal veediefstal altyd as ‘n ernstige misdaad beskou – ongeag afnames of stygings in die aantal sake wat aangemeld word. Dit het ‘n ernstige
emosionele en ekonomiese impak op vee-eienaars, daarom word die huidige prentjie gedeel.

IMPLEMENTATION OF BIOSECURITY RULES FOR LIVESTOCK AGENTS

On 13 November 2020, the Biosecurity Rules for Livestock Agents were published in Government Gazette 43900, Board Notice 135 of 2020. These rules are primarily to
ensure that the South African Livestock and Game industries comply with the World Animal Health Organisation (OIE) terrestrial code to enhance international trade.
Secondarily, the rules are to regulate the livestock agent’s industry with specific reference to required precautions that must be taken at auctions (as a second level of
detection for animal diseases) to reduce the risk of spreading controlled, notifiable, and other animal diseases. For easy reference, a copy of the rules can be obtained
from the Agricultural Produce Agents Council (APAC) website at www.apacouncil.org.za.

MODUS OPERANDI OF THE PERPETRATOR CHANGES FREQUENTLY

The National Stock Theft Prevention Forum (NSTPF) has been involved in many meetings and crime prevention groups all over the country and it is obvious that the modus operandi of the livestock perpetrators are challenging, especially in Gauteng.

Previously the NSTPF warned against various aspects of livestock theft and the involvement of the livestock owner to be a guardian to the livestock.  Current evidence indicate that the results of the involvement of the livestock owner created a challenge for the livestock perpetrator. Livestock owners are more aware and count their animals regularly, when animals are stolen the livestock owners rush to abattoirs and auctions all over the country. The result of the activities of the livestock owners are that more and more brutal slaughtering of animals occur on a daily basis.

MODUS OPERANDI VAN DIE OORTREDER VERANDER DIKWELS

Die Nasionale Veediefstal Voorkomingsforum is by baie vergaderings en misdaadvoorkomingsgroepe oor die hele land betrokke en dit is duidelik dat die modus operandi van oortreders ‘n groot uitdaging is, veral in Gauteng.

Die Forum het reeds by vorige geleenthede teen verskeie aspekte van veediefstal gewaarsku, sowel as die betrokkenheid van die vee-eienaar om sy lewendehawe te beskerm. Die jongste bewyse toon dat vee-eienaars meer waaksaam is en hul diere gereeld tel. Hulle haas hulle ook na veilings en abattoirs wanneer hul vee gesteel is. Dit bemoeilik sake vir veediewe en die gevolg daarvan is dat meer en meer brutale slagtings van diere op ‘n daaglikse basis plaasvind.

ARE YOU AWARE OF THE SAPS’S NEWLY ESTABLISHED NATIONAL SERVICE COMPLAINTS CENTRE?

  1. The newly established SAPS Service Complaints Centre, which forms part of the Component: Management Intervention Analysis Centre and Service Complaints, is in place to assist the community in receiving optimal service delivery and reducing complaints against the police.
  2. Besides for complaints being dealt with on an individual basis, an aggregation of all complaints is also done with a view to identifying trends through analysis, of which the findings are then utilised to inform management to effect corrective action.
  3. Any dissatisfaction or disappointment by any person or organisation, locally, regionally and internationally, in relation to the conduct or lack thereof, of the service that was rendered or supposed to have been rendered by the SAPS, as represented by its employees, will be investigated to ensure that it is redressed to the satisfaction of the complainant.
